Authority (Oregon Administrative Rules 589-008-0100(1) ) "Each community college Board of Education shall establish a personnel policy statement, including a policy on instructor selection and development which must include, but need not be limited to, the following:

1. Definitions of the main terms used in the policy;
2. Institutional standards for instructor qualifications;
   Institutional standards for teachers of community education/other reimbursable courses;
3. Position descriptions and current personnel postings;
4. Procedures for instructor approval, including period of instructor approval;
5. The date by which the contract of a professional staff member shall be considered renewed for the following school year [per LCCEA contract, March 16];
6. A statement regarding academic freedom and responsibility;
7. Procedures for staff development for full-time and part-time instructors;
8. Procedures for staff evaluation;
9. Grievance and appeals procedures;
10. Affirmative action plan;
11. College organization; and
12. Methods of policy development and review.
