Budget operation and control is set forth in board policy (B.060 Board Duties and Responsibilities: Budget Making and B.090 Budget Preparation and Adoption), in the statement of fiscal responsibilities and in the various job descriptions of administrators with fiscal responsibilities.

In order for directors and administrators to exercise budget control and to comply with board policy and for the college to comply with the local budget law (Oregon Revised Statutes 294.305-565), budget changes must be initiated by the budget administrator prior to the time an overcommitted or overexpended condition exists.
